Hyprland: switch to .lua files since .conf is getting deprecated

For the most part everything has been ported to .lua smoothly, the
screen rotation keybind doesn't work for now, i'll fix that later.
But everything else seems to be working fine.

Have gotten rid of split-monitor-workspaces for now to see if i really
need it in my current workflow, if need occurs, install this:
